trying to find a reason for some interface problems, I have imported a new VMWare-Image (1.3 D). As soon as the appliance is up and passwords are set, go to then Config Manager / Tools / Write Config Files and try to restart nagios. And you will see:
Nagios deamon is not running, cannot send restart command
"Nagios deamon is not running"

We've seen this before, and if I repeat your steps I get the same message. I'm not sure as to the cause of this, but I'm going to post it to the bug tracker.

You can also restart Nagios from the Admin->XI System Component Status->Monitoring Engine link.
