Was there any reason that you expanded the tarball to /root? I don't know if it would effect it, but we usually request that you run the install from the expanded tarball in /tmp.

It appears as though you are installing from /root. Our installer should check this, although doesn't seem to, but you should be doing this from /tmp
Nagios-Plugins maintainer exclusively, unless you have other C language bugs with open-source nagios projects, then I am happy to help! Please pm or use other communication to alert me to issues as I no longer track the forum.

That seemed to fix it... the one step I didn't think was important (extracting to tmp... just used the current directory when I logged in!).
