Hi,
Same problem I had few months ago (see my post "cannot schedule downtime for service")
I have update recently to 5.61. and it's look like the "bug" came back.
I have add a user contact to 2 services.
When I login with this user, I can see those 2 services.
But I cannot create a Scheduled Downtime. I don't see any service in the pull down menu!
cannot schedule downtime for service... Take 2!
Re: cannot schedule downtime for service... Take 2!
By doing additional test, I can see that it's working when I create a new user and put that user in the contact group, I can Schedule Downtime for the service. But when I use an existing user, it's not working.

Hi @Steph007,
We're looking into this right now. I just wanted to make sure the configuration was applied as the permissions won't be saved until that is done.

Hi @steph007,
We we're able to replicate the issue, and a bug report has been submitted. I don't have an exact ETA, but it will be fixed in an upcoming maintenance release.

Thanks for the update.
Is there any workaround until the bug fix (without deleting the users and recreated it)?

Hi @steph007,
Try adding the contact to the host for those 2 services as well, then go to Home > Incident Management > Schedule Downtime, select the host and the services should be available to schedule.I have add a user contact to 2 services.
When I login with this user, I can see those 2 services.

Hi,
I see version 5.6.3 now available. Does this version contain the fix for my problem?

Re: cannot schedule downtime for service... Take 2!
Yes version 5.6.3 has the fix for:
- Fixed Schedule Downtime services page not showing services when a user has a host and some unrelated services assigned [TPS#14253] -JO
Which should be related to your user with only 2 services attached.
