I am guessing that the server is running Centos 6 or RHEL 6 and that hit End of Life at the end of November last year and the mirror list servers have been removed.
If your server is running Centos 6, you will have to change the repositories to the Vault and the following link are instructions for doing that.

If the server is running RHEL 6, you will have to contact Redhat for instructions.
As soon as the server can download packages, you should be able to upgrade XI.

Thats perfect! Thank you.
With that being said is there a document that shows after we build a new server, reuse the same IP (after final config) to restore an existing Nagios backup on to a new server from scratch?

To move the settings from one server to another, you can use the Backup and Restore scripts to migrate the settings.
See this link.

Make sure you review page 12 as there are separate instructions for migrating to different operating systems.
Here is another article that has a few examples for setting a static IP address on the server.
